NETBRIDGE – BRIDGING THE DIGITAL DIVIDE THROUGH SMART BANDWIDTH DONATION

Abstract

The availability of dependable internet access still proves difficult in rural and underdeveloped areas, while there exists substantial amounts of available internet bandwidth during off-peak hours in urbanized settings that go unused or remain underused. Currently, there is no centralised and transparent electronic platform available for efficiently distributing the excess bandwidth for social benefit.


This paper introduces a web-based simulation tool, configured to permit donors to voluntarily declare the amount of unutilized bandwidth able to be contributed and have the donations automatically allocated via a rule-based automated allocation engine that links NGO requests for internet bandwidth with available donor bandwidth without human intervention.


The platform functions as a proof-of-concept to demonstrate evidence of scalability, transparency and automation in a community-based sharing of excess bandwidth. Although no actual routing of internet traffic will take place, the platform has demonstrated that digital redistribution of excess bandwidth is feasible, and can serve as a prototype for future applications of digital redistribution of excess bandwidth.
